New Connection Fees Approved

On April 21, 2015, the Scott County Public Service Authority approved changes to its connection fees, the fee a new customer pays to tap onto the PSA’s water or sewer system. The new fees go into effect July 1, 2015, but one is in place now. Effective immediately, there is NO CHARGE to connect for persons requesting residential water or sewer service during the planning phase of a project. This means that potential customers in areas where the PSA is seeking funding to construct water or sewer service projects may sign up for service now with no connection fee.
The PSA’s new project areas that are still eligible for the NO CHARGE connection fee are as follows:
- Daniel Boone Phase 1 Sewer (“zero connection fees” ends May 31, 2015)
- Big Stoney Creek Water (“zero connection fees” ends May 31, 2015)
- Fairview Water (“zero connection fees” lasts until funding is obtained)
- Yuma Phase 2 Sewer (“zero connection fees” lasts until funding is obtained)
After June 30, if persons in new project areas sign up for water service after the project is funded then the fee increases to $750 and doubles to $1,500 if the user signs up for service after the project is constructed. If they sign up for sewer service after June 30 and after a project is funded, the tap fee will be $1,000 and doubles to $2,000 if the user signs up for service after the project is constructed.
These other PSA water projects have already been funded and future customers who wish to connect to these projects may sign up now for service at the current rate of $300. If they wait until July 1, their connection fee increases to $750 and doubles to $1,500 if the user signs up for service after the project is constructed.

Currently, water connection fees are $300 during the planning and construction phases of projects and $750 after construction is complete. Sewer connection fees are currently $300 during the planning and construction phases of projects and $500 after construction is complete. The increases schedule for July 1 are necessary to help cover the actual costs the PSA incurs in materials, equipment, and labor to install water and sewer taps.
This means that residents with access to PSA water or sewer service but not currently on the PSA system have until June 30 to obtain water service at the current connection fee of $750 and sewer service at the current fee of $500. After that, the fees go up to $1,500 for water and $2,000 for sewer.
For water customers needing a 1-inch meter, the connection fee increases to $2,000 effective July 1. For a 2-inch meter, the fee will be $6,000 while a 4-inch meter will require a $7,000 fee.
For water customers that require a 6-inch meter, the connection fee will be $10,000, also effective July 1.
A deposit is required from all customers who open an account. For homeowners, the deposit is $50; for renters it is $150.
